The real problem is the scan you picked is about 2 inches, and there is only so much cleaning up you can do to a 2 inch image. What you are seeing is not artifacting. In fact, that one is really clean and saved at 12. So... whatever. Things you would know if you had ever scanned something.

Or maybe you are basing it on the thumbnails. Who knows.
